Essential Skills for the Unemployment Adjudicator: A Web-Based Course

In 1996, the U.S. Department of Labor implemented a new scoring methodology to assess the quality of non-monetary determinations in unemployment compensation cases. As a result, states determined that entry-level adjudication training was critical to the success of the Unemployment Insurance program. Existing adjudication training methods have proven to be a challenge due to the increase in demand due to peaks in turnover and retirement rates. The course faculty, unemployment insurance professionals from 17 states, have developed an Internet based, entry level adjudication course that is accessible and convenient to state workforce agencies. After this course adjudicators will be able to improve listening and interview skills, determine issues, weigh evidence and make fact-findings and determinations. The overall goal is to increase the quality of state adjudicator determinations. Participants will have weekly assignments, online group discussions and four live Web conferences with the faculty. It is anticipated that adjudicators will spend between four and six hours on lessons per week.
