BOARD OF VISITORS
The NJC’s Board of Visitors is a nationally recognized and select group of individuals charged with furthering the quality of education offered by the NJC. They are renowned professionals who bring a cross-section of perspectives to improve the administration of justice through education. - Robert L. Parks Chair
- Robert L. Parks, PL
Robert L. Parks was admitted to the Florida Bar in June of 1964, and has engaged in extensive plaintiff product liability and aviation practice since that time. He served a two-year term as Chair of the American Bar Association’s Forum on Air & Space Law, and in 1995, Mr. Parks was appointed Chair of the Aviation Law Certification Committee by the President of the Florida Bar Association. In October, 1996, he was one of seven lawyers appointed by the Florida Bar to membership on the Florida Supreme Court Commission on Professionalism. He is a past President of the International Academy of Trial Lawyers, a Fellow in the American College of Trial Lawyers, a Fellow of the American Board of Trial Advocacy, a Fellow of the International Society of Barristers, and a member of the American Law Institute. He is a member of the Lawyer Pilots Bar Association, the International Society of Air Safety Investigators, and has authored two chapters in Kreindler’s Aviation Accident Law for Matthew Bender & Company, Inc., on “Military Accidents” and “Air Traffic Control Negligence”. He has extensive MDL and class action experience, most recently being local counsel in a 203 million dollar settlement in Miami.

Mr. Balagia graduated from the University of Texas at Austin receiving his J.D. in 1976, and served as law clerk to U.S. district Judge W.M. Taylor, Jr. in Dallas, Texas. He joined the Austin firm of McGinnis, Lochridge and Kilgore, where his practice included energy litigation oil and gas regulatory work and media law. He joined Exxon’s litigation section in 1998 and served as coordinator of Exxon’s upstream litigation until 2004 when he was named Assistant General Counsel. Mr. Balagia was elected Vice-President and General Counsel of Exxon Mobil Corporation in 2010. Mr. Balagia served on the Board of Directors of the Institute for Legal Reform of the U.S. Chamber of Commerce, and the Civil Justice Reform Group. He is also a member of the Board of Trustees of the Center for American and International Law. Mr. Balagia has been listed in The Best Lawyers in America and has been named a Texas Super Lawyer by Texas Monthly magazine.

Mr. Cairns earned his AB in History and International Relations from Brown University in 1983 and his J.D. from Case Western University School of Law. Mr. Cairns joined his current firm of Gallagher, Callahan & Gartrell in 2008 and his practice focuses on defending the interests of individuals, businesses, banks, municipalities and insurers in civil and administrative litigation. He practices at every level of the New Hampshire court system and the United States District Court and the First Circuit Court of Appeals. His specialties include products liability, commercial litigation, professional liability, employment and civil rights. Mr. Cairns was president of DRI-The Voice of the Defense Bar from 2010-2011, and also sits on the Board of Directors for the National Foundation for Judicial Excellence and Lawyers for Civil Justice. LPatricia (“Pat”) Clarey is senior vice president, chief regulatory and external relations officer of Health Net, Inc., and she also serves as the company’s chief compliance officer. Ms. Clarey is responsible for federal and state regulatory and legislative relations, internal and external communications, Health Net’s charitable foundation, and the company’s compliance activities. From 2001 to 2003, she held the position of vice president of Government Relations at Health Net, Inc. In 2003, she left the company to serve as a member of the senior leadership team that ran the successful election that brought California Governor Schwarzenegger into office. She then joined his administration as chief of staff. She returned to Health Net in 2006, and served as chief operating officer of the company’s Health Plan Division and Health Net of California prior to taking on her current role. Ms. Clarey has more than 25 years of experience in both the public and private sectors. She has held senior management positions at Chevron Corporation and Transamerica Corporation, and served as president of the Transamerica Foundation in San Francisco. In addition, she served as deputy chief of staff to former California Governor Pete Wilson. She also held senior positions in the federal government at the National Park Service and the Department of the Interior. She received her master’s degree in Public Administration from the John F. Kennedy School of Government at Harvard University in Cambridge, Mass., and her bachelor’s degree from Union College in Schenectady, N.Y. She currently serves on several appointed boards and commissions, and was a Senior Fellow at the Kennedy School of Government at Harvard University and a Senior Fellow at the UCLA School of Public Policy.

Stephen F. English is a Partner at Perkins Coie in the firm’s national Commercial Litigation Practice Group. A former Solicitor General of Virginia, Mr. Hurd has appeared in the U. S. Supreme Court on brief (party and amicus) in more than 30 cases, serving as principal author in more than 25 cases and personally arguing three cases before the Court. Altogether he has appeared on brief in more than 130 appellate cases and has argued more than 50 times before appellate courts. Mr. Hurd also is an Adjunct Professor at George Mason School of Law, where he teaches the Establishment and Free Exercise Clauses. He has lectured on religious liberty at the Karoli Gaspar University in Hungary, and at the Constitutional Court in the Republic of Georgia. Mr. Hurd has been recognized in as one of America's Leading Lawyers for Litigation by Chambers USA (2008-2011) and as a Virginia Super Lawyer in Appellate Law (2006-2011) by Super Lawyers. He also is listed by Best Lawyers in America for Appellate Law and Education Law (2007-2012). Mr. Hurd earned his Juris Doctor and Bachelor of Arts degrees at the University of Virginia.

In 1997, he was named Head of Litigation for Aetna U.S. Healthcare. Prior to joining Aetna, Ed worked at the Washington D.C. office of Epstein Becker and Green. He worked on health care related litigation, including antitrust and medical liability issues. Ed also authored or participated in publishing several articles and other publications on these issues. Prior to joining Epstein Becker and Green, he was in private practices in Oklahoma. Ed is a graduate of the University of Oklahoma with a B.A. in Political Science and a J.D. He has also served as senior vice president and general counsel for Bristol-Myers Squibb Co. and Gillette Company, where he led large worldwide legal departments, advised on strategic transactions, and enabled launch of new products with strong intellectual property protection. During the Reagan Administration, he served as Assistant Attorney General in charge of the Civil Division, the largest litigation division of the US Department of Justice. There, he chaired the Reagan Administration's Tort Policy Working Group and developed its proposals for reforming civil litigation, workplace drug testing, and preventing unauthorized disclosure of classified information.
