Tribal Judicial Outreach Liaison Position Open at ABA Judicial Division

The purpose of the Tribal Judicial Outreach Liaison is to use the foundation built by the Judicial Fellowship Judicial Outreach Liaison program, so the National Highway Traffic Safety Administration (NHTSA) and the American Bar Association-Judicial Division (ABA) can focus their outreach efforts to work with the Indian Nations of the country in order to educate and mobilize support for NHTSA’s traffic safety activities. This will assist in meeting NHTSA’s goal of reducing the annual highway traffic fatality rate to no more than 1.0 deaths per 100 million vehicle miles of travel by 2011 and will improve judicial community outreach and promote confidence and trust in the judiciary.

The Tribal Judicial Outreach Liaison (TJOL) will work with NHTSA’s Region 6 Office (Texas, Louisiana, Arkansas, Oklahoma, New Mexico and the Indian Nations) and NHTSA Headquarters Task Order Manager/Contracting Officers Technical Representative (TOM/COTR) in support of NHTSA’s Native American Outreach Program and in cooperation with the Bureau of Indian Affairs (BIA). NHTSA Headquarters, the Region 6 Office and the BIA will coordinate to determine goals and expectations of the TJOL, including but not limited to, TJOL assistance in traffic safety programs for the Indian Nations and participation in meetings and conferences.

Duties of a Tribal Judicial Outreach Liaison
Duties of the Tribal Judicial Outreach Liaison (TJOL) include, but are not limited to, reaching out to and educating the Indian nations to traffic safety issues within their communities. The TJOL will serve as a consultant and liaison for the tribes, NHTSA, NHTSA Regions, and State Highway Safety Offices. The TJOL will work closely with the Judicial Fellows to accomplish certain specified milestones as agreed upon by the ABA and NHTSA. The TJOL will provide monthly reports detailing the activities performed to meet these milestones and other duties as assigned.

Milestones and Deliverables to be accomplished during the Liaison’s term include:
1. Develop an annual program plan. Work closely with Judicial Fellows to develop an annual program plan.

2. Develop a detailed work plan. The TJOL will consult with NHTSA Headquarters TOM/COTR, NHTSA Region 6 Office and the BIA Indian Highway Safety Office to develop a work plan including outreach efforts and opportunities.

3. Conference Calls and Meetings. Consult regularly via bi-monthly conference calls or meetings (travel may be required) with JOLs, NHTSA and ABA staff.

4. Develop a network of contacts. Develop a network of contacts with judges and judicial educators within native tribal regions and various professional organizations to provide educational materials and information and to help support educational efforts in traffic safety.5. Promote NHTSA traffic Safety Programs and Initiatives. Develop a thorough understanding of and promote NHTSA traffic safety programs and initiatives

6. Write and solicit articles for the Highway to Justice newsletter.

7. Select and develop outreach opportunities. Select and develop outreach opportunities including a traffic safety program at Annual or Midyear meeting of the ABA. Work with the Judicial Network to plan and develop the activities.

8. Meetings and Conferences. Attend the ABA Annual Meeting, Midyear Meeting, Lifesavers Conference, the BIA Tribal Leaders Meeting, the NCSCJ Traffic Program and possibly others as identified.

9. Final Report. Submit a final report detailing the year’s efforts and accomplishments within the targeted native tribal regions.

The TJOL will work with the Judicial Fellows, NHTSA staff, Judicial Division staff, and the BIA Indian Highway Safety Program throughout the year to accomplish goals. The TJOL is expected to develop a thorough understanding of NHTSA’s traffic safety programs and initiatives. As mentioned above, written reports with supporting documentation are to be delivered to NHTSA staff, the Judicial Fellows and Judicial Division staff at the end of each month for the duration of the term. The TJOL will also be required to submit a monthly events calendar for the upcoming month to Judicial Division staff at the end of each report. This monthly event calendar is to include all scheduled activities for the month.

Additional Considerations
Expenses for all authorized travel, lodging, food and incidentals will be reimbursed in accordance with recognized federal rates as recognized by the General Services Administration. Requests for reimbursement will be processed through the American Bar Association’s Judicial Division. The yearly stipend for the Tribal Judicial Outreach Liaison is $24,000. It is paid in equal monthly installments and subject to withholding taxes.
Application and Selection Process

Applications for the Tribal Judicial Outreach Liaison are available through the ABA’s Judicial Division by calling (800) 238-2667 ext. 6716 or by visiting the JD website at www.abanet.org/jd/nhtsa/home.html. Applicants must provide responses to all questions posed in the application questionnaire which must be received by the ABA not later than August 24, 2007. Applications will be evaluated by the National Conference of Specialized Court Judges. Final selection of the JOL will by made by NHTSA in cooperation with the Bureau of Indian Affairs.
