Mass incarceration has become a uniquely American crisis. This panel discussion will focus on the First Step Act, a landmark, bi-partisan criminal justice reform legislation aimed at reducing incarceration rates. Presenters include Hon. John T. Lu with Woburn Superior Court, Massachusetts, Rachel Barkow who is Director of the Center on the Administration of Criminal Law, Professor of Sociology John Hagan with Northwestern University, and Ed Yarbrough the Senior Partner at Bone, McAllester, Norton PLLC.

After this presentation, participants will be able to:

  1. Understand the key components of the First Step Act;
  2. Identify ways to apply tenets of the First Step Act state to varying state laws; and
  3. Discuss overall the First Step Act as a path to criminal justice reform in state court.
