Thomas was born on December 15, 1931 in Independence, MO to Thomas Harold Sims and Francis Carol (Taylor) Sims.
He graduated from Paseo High School in 1949, following graduation he joined the Navy and served in the Korean War from 1949-1953. After he completed his service in the Navy he returned to Kansas City where he met his wife Beverly. He attended college at the University of Missouri – Kansas City where he graduated with a Bachelors’ degree in Business Administration then later received his Juris Doctorate at the University of Missouri – Kansas City in 1961. He was hired by Rogers Field & Gentry Law as an Associate Trial Lawyer for 10 years. During his tenure, he served as a Trial Lawyer on the first Tobacco Litigation case in the nation. He later was appointed a Judgeship to the Municipal Court of Kansas City in 1970.
